The National Resilience Council, an NGO enetered into a MOA with EDC which is hosted by Ormoc City in Leyte. The project aims to aid Ormoc to attain leadership in resilience through risk governance, and strengthen their knowledge and capacities to achieve achieve human, economic, infrastructure, and environmental resilience.
